- ➤ The Nebraska Department of Health and Human Services announced new federal rules for SNAP benefits that will begin Oct.20th and limit eligibility mainly to U.S. citizens, Cuban and Haitian entrants, or those under free association agreements. Refugee advocates reported that delays in green card processing may leave 3,000—4,000 refugees without food assistance and noted new work requirements that now affect all able-bodied adults, including parents when their youngest child turns 14.
